Abstract. Roads deteriorate in several distinct ways, each of which can be
quantified by external observation and testing. Different types of damage
worsen at different rates, and these rates also vary stochastically for each
damage type. Treatment methods are available which address different types
of damage, but the costs of these treatments vary considerably. Our goal is to
determine the most cost-effective treatment plan required for a given section
of road, which must also maintain the road in good condition with reasonable
certainty.
