    Abstract

    The Ph.D. dissertation deals with task solving under the auspices of municipalities. A Task Solving Model (TSM) is developed and applied in an Open Space approach. The author concludes that TSM is usable for any kind of tasks at the technical department in the municipality, if eight conditions are fulfilled.
