Improvisation in public IT megaproject: Case study of railway modernising project in Denmark

Abstract

Applying the lens of improvisation theory, this ongoing research aims to explain the overruns of public sector IT megaprojects. The findings are based on a case study of a railway traffic management systems development project in Denmark, a flagship project with significant time and cost overruns. Megaprojects depend on a high degree of creativity to overcome risks and uncertainties. We find, however, that there is no pure improvised solution in public megaprojects due to the risk-averse nature of the project owner.
