Abstract

“Our ambition must be to give consumers better control over the heat they consume; it should be clear how much they are consuming, that they are billed on this basis and they know how their bill is derived. This is likely to be fairer for the
consumer, and to encourage more efficient use of energy. That is why these provisions are included in the Energy Efficiency Directive. However, consumers will only benefit as long as it is not disproportionately expensive to make the metering
that are required.
