Abstract
The article outlines the history of Danish energy conservation policy since early 1970s, and illustrates the predicament a govenment is phasing when wanting to save energy and still give highest priority to expanding the economy. The myth of a decoupling between energy consumption and the economic is challenged, and the importance of choosing proper energy saving actors without any conflicting interests is stressed.
