    A retarded potential tensor (4-vector) is derived in an arbitrary system of inertia for an arbitrary electromagnetic source in a moving homogeneous, isotropic, nondispersive, lossless dielectric. The velocity is uniform, and the result is relativistic correct. ©1970 The American Institute of Physics
