Abstract

Local mitigation policies networks had been initiated even before the IPCC First Assessment Report was released, adaptation policies at the local level however, are still in their infancy [Kern and Alber2008]

Modes of climate change governance
•Self-governing: i.e. public buildings should be adapted to climate change
•Governingthroughenabling: local governments influence private actors to do their share to procure adaptation
•Governingby provision: i.e. warning systems and emergency planning
•Governingby regulation: involves, for example, urban planning
•Adaptive governance: experimental approach, which allows newly established institutions to “experiment with different solutions and learn from them in order to adapt"[Evans 2011]

Issues with generalization, but shown to be a effective in addressing unique climate change impacts on social systems at the local level
