Decision makers need tools to plan water infrastructure investments. Investment planning must take into account the complex water-energy-food nexus and consider uncertain future climates, transboundary cooperation, and various stakeholders with conflicting interests. However, few tools can handle this level of complexity. Hydroeconomic optimization models that link the natural resource system, the hydraulic infrastructure as well as the water users, their demands and their willingness-to-pay can evaluate potential investments. Therefore, we aim to develop a new hydroeconomic optimization model building on existing databases and tools. Decision makers will benefit from improved decision support based on objective, quantitative and reproducible methods. This will ultimately increase water and food security in the region, support human development and reduce the conflict potential between countries.
