The Wikileaks event of March 2017 is another example of unexpected disruptions in the cyber-realm. The hacking tools released include dozens of zero-day exploits against a wide range of commercial products including iPhone's, Android phones Microsoft Windows, and Samsung TV, through which these are, for example, turned into covert microphones. The race is on between hackers who will use these tools and the ones who will guard systems against them.

However, organizations have virtually no incentives to disclose when they have been attacked by a hacker, particularly if this had an effect on operations, while hackers have a very low opportunity cost for attempting their misdeeds. Despite the growing gap between the creation of hacking tools and the creation of countermeasures, supply chains do not need to wait for a cyber-attack to develop their response strategies and capabilities.
