Jorge holds a PhD. Degree in Environmental Economics from Gothenburg University, Sweden. Before joining URC, he spent two years working at the Global Water Partnership (GWP) as a Network Officer responsible for the Latin American Region. He joined UNEP Risø Centre in June 2000. He has been working on mitigation analysis in the transport sector, assessment of local and global impacts of the transport sector, energy subsidies, and health, economic and environmental impacts of air pollution.

He is currently project manager for the ‘Technology Needs Assessment’ (TNA) project and is also involved in the ‘Promoting Low Carbon Transport in India’ project.
